Please help, I was told I had to buy the Players Hand Book in order to play that character, but I’m still not able to choose it

You mean in the character creator here in DNDBeyond? Check under Elf.

Go into the race options, and pick elf. In the elf race area, there will be a dropdown of subraces. It'll be labeled as a Dark Elf, that's just another name for it.
