What is the best build for support? It is limited to PHB +1 for it to AL legal. I would prefer for it to be a monoclass build but if you do want to have a multiclass suggestion have the multiclass class to be Level 1-3. Also preferably explain 1-20 leveling because I prefer to have a step by step guide for stuff(though most likely going to be from 1-15). I chose Support because I do not intend to do direct combat but instead be very helpful(buffing, healing, utility, etc). Sorry if this is a weird post, because this is my first post in D&D Beyond.
For some extra utility you can start as Variant Human and pick the "Ritual Caster: Wizard" feat. At level 1 this gives you Find Familiar for scouting and Unseen Servant for remote trap triggering. Later on you can get Tiny Hut and other rituals without spending your limited bard spells on them.
This. Most caster classes can build towards support to some small or greater extent if you really want to, but bards have it in their class DNA. Bardic Inspiration alone is golden (and available from lvl 1), and the spells and Cha-based hypeman skills can make a lot of difference as well. The extra proficiencies and Cutting Words from Lore College are just the icing on the cake.

Aren't both of those spells level 1? You can only get 1 level 1 spells and 2 cantrips of the class with Magic Initiate.
Ritual Caster, not Magic Initiate. So 2 1st level spells, must have the ritual tag. And you can add more later on, as long as they’re still from the same spellcaster class and have the ritual tag. Really, really good feat.

One idea I had was a Divine Soul Sorcerer that twin spells buffs/heals. Would that be good/better and if it is could you suggest ways to make it better(spells, race, etc)?

Also would the ritual spells really be that useful without being able to cast as a ritual, because it doesn't say you can cast them as a ritual in the feat, and the ritual casting for bard is only for bard spells. If you can say why casting ritual spells from another class but not as a ritual is better than a different feat or race, if not just state a different feat or race.
The first line of the feat reads "You have learned a number of spells that you can cast as rituals.", so you can absolutely cast then as rituals. ;-) That's the whole point of the feat, after all.
A couple of weeks ago there was a "contest" for solo characters in this forum. I participated with a Divine Soul Sorcerer / Hexblade from the Feywild. I geared her around healing and damage mostly, but with access to the full sorcerer and cleric list you can easily change the focus towards support and crowd control.
In AL you can't use Eladrin, though, but Dark Elf should be fine as well. :-) Or V. Human with a nice feat again...
