Tools don't have default ability scores linked to them, unlike skills, so I think he may have interpreted that to mean you don't ever link an ability score to them (meaning it's down to the DM/player each time a check is required).
A common option is Intelligence (Tinker's Tools) or Dexterity (Tinker's Tools), although an argument could be made for Wisdom.
