Because the options are for the class as a whole, but the features are implemented and unlocked based on level, so it falls under the subclass. All bards get the same features, fighters, clerics, etc. It doesn't change based on the subclass.

doesn't make sense, to make a OCF you need to make the OCF for all the subclasses you make which is inconvenient
That's what it does, once you turn it on, it's on regardless of what subclass you pick. The manager tab is there is only there to toggle certain options on or off, as they are all optional and some might not be allowed by a DM. And the OCF's are in the subclass, Rogue's Steady aim, Paladin/Fighter's new fighting styles, etc. It needs to be there for reference where it is actually being used and selected.
Not sure where the confusion, or inconvenience is. It's exactly where it should be imo.

Uh.... OCFs are not subclass features. I'm not sure if you understand the difference, can Steady Aim only be used for a specific subclass? No(if you don't believe me look at Tasha's again), the choice is given to all rogues
Also I meant homebrewing OCFs. Of course the official OCFs are there whatever subclass you pick, because they're given to the main clasd

I imagine they are in the subclass atm because you can't homebrew a full class, only a subclass. So it's probably a restriction to the hombrewing engine for now. When the finally get around to allowing a full class homebrew, OCF's would be expanded there I would guess.
I'm still not entirely sure what you're trying to do. Homebrew a OCF for an entire class, but it only lets you do it on subclass level? Didn't even know that was an option if so, I looked and can't find a way to.

When you make a new feature of the class there is now a dropdown menu that says 'Granted, Additional, Replacement.' - which is new, but yeah I agree this is probably more so an issue of we can only create subclass stuff and not full class features.

Yep, I expect it to come out when full class homebrewing comes out
