Hi,

if I purchase the Rise of Tiamat adventure for $19.99, will it include the magic items and monsters or are they still optional separate purchases?

If you buy the whole thing then they are included.

Edit: Actually, I take that back. Only the new monsters and magic items from that book are included. And content it references from the DMG or PHB will likely require separate purchases.
