I keep reading on different forums that each race can now start with a feat, however I do not see the option to start with a feat in dndbeyond custom lineage except of course vhuman.
So existing races have the added option to swap skills/languages/stats. There is a custom lineage option where you build within some guidelines(this is the option that has a lvl 1 feat) that currently you have to do through homebrew.

Kinda. The Custom Lineage option basically gives you a set of features similar to the Human(Variant), but applicable to any origin. You get a single +2 instead of two +1's, 30' speed whether you choose to be Small or Medium, one feat(as best I can tell, the Racial Feats from Xanathar's are not available for this, but I'm not 100% sure), two languages(Common and another that makes sense for your origin), and either 60' Darkvision or a skill proficiency of your choice. You don't get things like Elf Weapon Training, Stone's Endurance, and other special abilities specific to certain races/subraces. So if you want the option to start with a feat, you will lose access to some things that make certain races unique.
To enable the Custom Lineage options in the Character Builder, there's a new toggle on the same screen where you choose to enable Playtest/Eberron/etc Content.
