Hi, I've been trying to use the race creator to create a custom lineage half-elf. I clicked the box to make half-elf the "parent" race, but I still can't select Elven Accuracy as a feat. Has anybody had any luck with this (or another race and their racial feats) and can point me in the right direction? Thanks.
Try creating the race from scratch. I havent tried to grant a race a feat, but I have been able to design everything I wanted for it, including an innate spell, and various modifications.
I did create it from scratch, but I also checked the box that asked what race to sort it under as Half-Elf. I was able to get everything else to work except picking the Half-Elf racial feat.

I meant scratch. Dont plug it into HalfElf, because the computer coding might impose HalfElf mechanics that dont apply.
I think you misunderstand. I did do it from scratch, but when you make a race from scratch you can click a checkbox that lists your new race under the header of another race for the purpose of picking it in character creation.
That aside, I did it again without putting it under a race's subsection and still no elven accuracy (or any racial feats). If anybody can help me I'd really appreciate it.
I think the issue is here: You'll have to try "elf" as parent race if you want to go that route. Half-elf is the race you're working with and the feat is restricted to elves.
I had adapted a Fey'Ri homebrew (Fey'Ri are from prior editions basically analogous to Tieflings but Elves touched by the Abyss instead of Humans and the Infernal) and the Drow Magic feat seemed to work with the particular character. So come feat time, I copied Drow Magic in feat homebrew and just changed the name to Fey'Ri Magic. I don't know if I could restrict it to Fey'Ri, but they're not common in my games so if I saw it on another sheet, I'd probably redirect the player elsewhere. So reskinning the feat for your race may be an option (though I think since you feat can't be published since it's just a rename off published content, you're race won't be seen outside your campaign either).

The fact that you got drow magic to work gives me hope. I still can't get any racial feats to work, I must be doing something wrong. At least I know it's possible, I'll keep messing around with it.
You're not going to get it to work on its own. You can't add race-based feats to a new race (unless, perhaps, that race is copied from a race that owns the feat). What I did was copied Drow Magic into homebrew and got rid of the Drow prerequisite IIRC. You basically have to "create" "Elven accuracy for Half Elves" by copying the "Elven Accuracy" feat into your homebrew. Then you edit out the "elven" prerequisite in your homebrew. Then I think you can assign a homebrew feat to a homebrew race? I'm not sure since this instance was for one character in my game world, and I don't see it happening, at least not happening a lot, in this or future campaigns in my game.
I just realized you're apparently not homebrewing a race per se but going a custom lineage route. Same applies though if you're not an elf, you're not going to be able to select "Elven accuracy." But homebrewing a feat that strips out the race restriction should get you what you want, provided custom lineage allows you to choose homebrew feats (I don't see why it wouldn't but I haven't gone there yet).

I can't find the tab/menu to start from scratch in the Race portion of the character builder tool.

It's one of the first options for creating a new race. You should have 2 options: You can either start from scratch or use a race template.
I must be in the wrong menu.
When i click next > Race, i get this screen

the list continues with all the races but i don't see any category that is 'from scratch' so-to-speak
it's in the content creator page, not character creation. You have to first make the race:
Collections > My Homebrew Creations > Create a Race
