I’m DMing an Eberron campaign where the characters should retrieve the destiny arms for their own reasons so that the dreaming dark can bring Dal Quor back into alinement. The lords of dust, the dreaming dark, Sora Kell, a dead fire giant spellcaster, and a Solar all want this to happen. The destiny arms are able to do things to fight quori like fighting quori on the ethereal plane, ending possession and so on. I’ve considered mind seeding one of the characters so they need one of them to banish the spirit. Another option would be to have them go to xen’drik and stumble on it. I just don’t know why what would make them go there. I don’t want some Morgrave scholar to just send them on an expedition.
Can you give us a little bit of info about the PCs? Anything about their backgrounds that could be useful? Any associations with one or more of the Houses? Anybody who’d like an in with one of the Houses? Is it a tight group, so one going off somewhere means the others come with, or would more of them need to be given an incentive?

One of them has ties to the swords of liberty, another is part of the Gash’kala, one is a founding with the mark of passage from Arcanix, the other has a pact with Lady Illmarow who is working against one of the lords of dust who wants this all to happen

For extra spice make it thatQuori motivation is a prophecy (maybe part of daconic) that PCs would threaten them, with a twist that it only happens because Quori tried to mess up with PCs in the best case of self-fulfilling prophecy. Or maybe someone in the orbit of Draconic prophecy is staging fake Quori attacks on them to force them into that path.

Depending on how much you want the opponents of the Lords of Dust to know, this pact with Lady Illmarrow could be an obvious incentive to go looking for the Destiny Arms. The Swords of Liberty and the Gaash'kala both could have their own reasons for wanting to looking into these weapons, though likely they'd prefer to send a group of operatives that all have ties to them instead of just the one. You could also give them an unrelated reason to go to Xen'drik, and find a way to get them interested once they're over there (maybe the Travellers' Curse strikes again).
It seems to be a pretty incongruous group, with one PC from an underground movement trying to incite war in Breland, another an Orc of a group guarding the Demon Wastes , the third from Aundair and the last in cahoots with the Lich Queen of the House of Vol. Do they hang together as a party already, or are they new characters that you want to bring together in the first place?
