If I copy an existing character, can I add the copy (or an existing character that is not part of any campaign) to a campaign or do I have to go the campaign and create an unassigned character there and make them from scratch?
If you follow the "Link to Join this Campaign" that is at the top of the campaign page, you'll be prompted to add an existing character or create a new one. That should work for what you have in mind.
