Range should be 30 feet. 5 feet is really ineffective. Also, this could be pushed up to 3rd level to be put on the same level as counterspell and dispel magic. This has the same abjuration vibe, and the mechanics can stay pretty much the same. It gives upcasting meaning, etc.
Counterspell and dispel magic scale like this: You need to make a check with your spellcasting modifier against the level of the spell you are attempting to target. By upcasting, it upcasts the garuntee that your spell succeeds (a level 4 counterspell instantly counters a level 4 spell.) You are probably right that 3rd level is too high. Second works, so maybe have it instant effect on a level above.
Not sure if this needs a power boost or not. Should the range be >5ft?

Note, Counter and Dispell cancel a spell, this redirects it to you, if you succeed. Compelled Duel is closer and it is only 1st level
