So, I created a Homebrew which grants Proficiency on Insight and Deception, but when I go into a character, it only grants Insight but the one that should be "Deception" just lets the player choose, which is not intended. And "Deception" is not even on the list of skills they can choose.
This looks more like a homebrew background than a feat.
Assuming it is a background, the character is probably getting Deception proficiency from their class(es), which is why it's not allowing you to choose Deception here. Try removing any selected class proficiencies and see what happens to the Background selection page.
