DM here. I have a spell book that I plan to give to my wizard at around level 12-15. It originally had a bunch of spells in it already. I won't list them all, but they are directly copied from Grimoire Infinitus. Instead of giving them those select spells, would it be too over powered to allow them to pick the spells that will be in it? I would break it down to 4-1st level, 4-2nd level, 4-3rd level, 3-4th level, 3-5th level, 2-6th level, 2-7th level, 2-8th level, and 1-9th level. They would obviously have to have the appropriate spell slots to cast these, but the spells would be permanent once they picked them. Also, should I restrict it to wizard spells or open it to all spells?
From your description of what you want the spellbook to do, it sounds like you're just giving the wizard a way to redo their spellbook if they get to choose the spells? If it was me, I would give the book some sort of theme, and pick appropriate spells based on that theme (Homebrew or re-flavour some spells if required).

Yea I thought it would let them be more flexible but I like the idea of a theme better. Thank you
