I added a homebrew item to my campaign, a Belt of Many Pockets. Even though I used a Heward's Handy Haversack as a template, after I finished the description, and submitted the finished magic item, it will not offer itself as an option to stow items, like a Heward's Handy Haversack will do (or a normal backpack or pouch, for that matter).
Is there some step I missed, or is it just that homebrew items cannot be used as containers?

Currently, homebrew items can't be used as containers, but that is probably in the works for later.
