First time posting so feel free to critique anything i might have done wrong in this post.
So i started fiddling around with the character builder and i cant say that there really is something i am missing. I already own the physical Phb and i am not that keen on buying it again to recieve content that i already own. So what i am wondering is if it is ok to create spells and feats directly ported from the Phb and so on in the Homebrew section (will not publish anything) and use it for my characters? I can see the problem with people illegaly downloading content and using it so i thought it would be safer to ask first.
Sorry, i worded my question wrong. I was wondering if it is ok to copy content from my Phb to the homebrew section and use in for my characters (updated the initial post aswell).

Yes, you can use any homebrew content privately, including the published one.

Yes, it is ok, as long as you do not submit it for publication.
