There are four cards in the Deck of Many Things which indicate gaining or losing XP (Comet, Fool, Jester, and Sun). I (as the DM) wanted to try and figure out how to use these cards in a campaign where 1) we are using a milestone leveling system instead of XP and 2) I want to ensure that all members of the party are the same level (i.e no one jumps a level ahead of the rest).
Some ideas I have had thus far:
1) Remove those cards from the deck. An easy enough thing to do. 2 are beneficial, 2 are detrimental so it mostly balances out. I think this is the least fun option though
2) Replace XP with some other thing that could be gained or lost(skill proficiency, feats, boons, etc)
3) Replace cards with cards that occur in different decks (like the Deck of Illusions or Deck of Many Fates)
Has anyone else done something similar? Is there another option I am missing?

The one time a came across it, I replaced the XP bonus with the addition of a skill proficiency and the XP reduction as a temporary loss of skill proficiency.
