So, I was futzing adound and was looking at ways to allow Players to create something more often attributed to DM Magic. Something along the lines of a Planar Palace or Castle-Fortress, maybe in the Astral Sea or some sort of Demiplane. In fact, at first I had thought the spell Demiplane would work, but I apparently misunderstood the rules in the description. I'm looking to create a *fairly* reasonable spell that could be cast multiple times to create a permanent and ever expanding series of rooms and passages. Furnishings at the least would almost certainly have to be added via other means, and perhaps masons or carpenters (or magically created / summoned servants with approximate abilities) would be required for more fine tuning of the space created.
With the desired and general parameters above, what spell level do you think might be a good place to start? 9th? If a material component is required, it shouldn't be so expensive that creating the Palace would require hollowing out a planet with multiple castings. Obviously Wish could accomplish this to some extent, though I'd imagine a far smaller extent than I'm thinking, and I expect that the average DM would rule this enough to both apply the Necrotic and Strength penalties in addition to almost certainly *NEVER* being able to cast Wish again. So, to avoid casting the end all be all of 9th level spells, what kind of Material Component per casting and other requirements would be needed to make this fair?
For Critical Role fans, think 'The Folding Halls of Halas,' from Campaign 2. I really appreciate any and all input that could help me refine the spell and make it legit. And for those that feel the power of the spell is too great for X level, I can only say that I and others have felt that not every spell of level Y is equal.

Thanks in advance.
