He has to do all that because no mortal could stand the strain of casting "Summon Blood Tide", which makes a Blood Tide any time someone wants. Has anyone done a similar thing in their game where the players aren't of a level to cast a generic summoning spell that would summon any demon at all, but they do all sorts of research and stuff so that they can create "Summon Azazel on Tuesday the 13th at 10 pm at the top of Mount Golgotha," which obviously is only going to happen once? How did it work? Beyond Azazel being pissed off that these scrubs interrupted his bath and eating them, of course.
