Just a thought here, as many dnd groups I find don't use material components unless of course it needs gp to work. A houserule I think I'm planning to implement is that if you have the component for a spell, you can cast the spell without taking a spell slot.
Pushback: Most don't use components because they don't want to specify what actually is in a component's pouch. Or because most caster's use their focus anyways. To which, a lot of DMs don't even do Focuses as their written in regards to attacking while holding a focus etc.
Giving the spells without the spell slot.... even spells as low as level 3 thats too OP. but to be able to cast unlimited and free world changing level 9 spells just because someone collected the components.... Cannot see how you would balance that.
