I am building a high magic campaign and I am looking to make things a little more complex. I want to use a spell fatigue system instead of spell slots but I am having problems finding a balanced way to do it. I was thinking players would have a spell fatigue max of twice their level and you build fatigue based on the level of the spell. But I realized that becomes very broken at higher levels. Since this campaign is casters only I don't know if that is a problem but just basing the max fatigue off thier level doesn't seem like enough, especially at lower levels.
The reason I want to use fatigue is because I want players to be able to cast beyond their limits, but with significant risk. After they are past thier max, they have to make a constitution saving throw before they can cast, dc 8 plus the number of points above their max that they already have plus the level of the spell they are currently trying to cast. If they succeed then everything goes as normal. If they fail, they are unable to cast and build one point of exhaustion.
Any thoughts to improve this are welcome or explanations as to why this wouldn't work in a balanced way.
Maybe just use the optional spell points rule from the DMG, with an additional rule letting you overexert yourself for some more spell points.
