The AC would be 12. Negative natural armor doesn't make much sense, and is completely unprecedented.
I'd set the Persuasion bonus to +7. It's hard to tell, but there's usually a method to achieving these values. It's either score + PB or score + PB x 2.

Also, you need to set a DC. 13 would make sense, since that's 8 + PB + Charisma modifier, which is standard for effects like that. Also also, there's currently no way to end the charm. Even if the kittens attack and kill you.

I was trying to figure out how to capture the personality of a cat, as sometimes they are loving and cuddly, then sometimes the fact that you are breathing is enough to annoy them.

I meant to change that to indicate that Persuasion checks on them being heard or seen. Like if they were just meowing or purring or just looking cute as all get out.

I actually copied the verbiage from the Charm Person spell for the saving throw, but I did put a way in to end it.

The language is weird on this. Beacuse I set their size as Small, but made the Swarm Monster Type = Cat (which is Tiny) it says "<Size> swarm of (Swarm Monster Type Size> beasts."

It’s cool, but much too scary for my own campaign. My players get squeamish around that type of stuff.
A little suggestion: you should let these guys use charm person once per day, as the kittens meow and purr in unison.
