I'm trying to create a homebrew magic item that has a number of charges equal to the player's level divided by two. How do I do that in dndbeyond homebrew?
That's not possible automatically. What you probably want to do instead is give the item 20 max charges, specify that it starts with 0, and at dawn/long rest/whatever regains charges up to an amount equal to the characters level.
