Major issues: the damage it does is a solid number. The only monsters that do that are maruts, which are agents of order. Unless your monster is like that, I recommend using dice for damage. You cannot have the attack bonus “+DEX Mod & STR Mod to hit” for a number of reasons: It’s your job as the statblock creator to just give the number added to the attack roll (or the healing legendary action, for that matter), and all attacks in D&D 5e use only one ability score and add proficiency bonus to any attack they’re proficient with, which for monsters is usually all of their attacks. I would not recommend having an attack that asks the DM to divide damage among targets, rather, to make it simple, make it an area of effect like the ancient gold dragon breath weapon. If it’s an Owl, why can’t it fly? There’s no mechanical explanation for the Block reaction. The way you’ve listed the legendary actions is not how legendary actions work. You don’t explain the Omniscient Eye legendary action. The monster’s hit points are not accurate (the average of the hit dice + the number of hit dice times CON modifier).
More minor issues: If it’s a changeling as the tags say, why doesn’t it have any kind of shapechanging feature? And its resistances are all over the place. One of the tips given in the DMG is “if you find yourself adding a lot of resistances to a monster, consider instead simply giving it more hit points.” Among them is Lightning (granted by darksteel axe) and Damage Dealt By Traps. That doesn’t make any sense. This is also a CR 30 monster with a damage vulnerability, which is highly irregular. Consider instead giving it a specific weakness, like the Vampire weaknesses — they could have easily given it a radiant vulnerability, but instead made it flavorful and interesting. Rather than noting that the damage dealt for each attack is magical, give it an ability like Magic Weapons, which accomplishes the same thing without making your attacks look so strange. Also, why is it immune to the prone condition?
