I have a magic item that I would like to make for my players that would grant a AC Bonus and a Spell Save bonus but only for spells that singularly target the user of the item. For example it'd give a AC bonus if targeted with Firebolt, and if they were the target of Sacred Flame, it would grant a bonus the spell save roll, but if there were in the area of a Fireball or attacked with a melee or ranged weapon attack they'd get no bonus.
The issue I'm running into with Homebrew Magic Item creation is I can only make something that gives AC and/or Save Bonus at all times as opposed to when the target of a magical effect.
Any thoughts or ideas that I might be missing in magic item homebrewing?
Yeah, that's not going to happen. There's no way to say "give me extra AC when x happens," especially when x is "being targeted by a single-target spell," because the system has no idea when you're targeted by any spell at all.

Look at what you've done. You spoiled it. You have nobody to blame but yourself. Go sit and think about your actions.
Don't be mean. Rudeness is a vicious cycle, and it has to stop somewhere. Exceptions for things that are funny. Go to the current Competition of the Finest 'Brews! It's a cool place where cool people make cool things.
