1: The Collar of Return: A magic item that looks like a dog collar and a gem that can be put on something like a necklace or bracelet or just held. The collar changes shape depending on what it's put on. It can be placed on a companion creature (Familiar, homunculus, etc) and when a certain chant or phrase is said by the person holding the gem, the creature wearing the collar teleports somewhere safe within 5 feet of the user. This takes 1 bonus action in combat.
2: The Salt of Banishing: A magic item that's a bag of blessed salts, it has 12 charges and the charges used depends on the size of the creature it's use on. Once the charges are used they can not be regained even if the use fails.
Sizes and their charge costs:
Tiny: 1
Small: 2
Medium: 2
Large: 3
Huge: 4
Gargantuan: 6
When used it allows the user to cast banishment even if it can't normally. It can not be upcasted and the saving throw DC is always 15. The salt acts as the material components and the somatic component is spreading the salt towards the target.
1st one id go with legendary! as far as the item reads it can be used from any plane and distance an unlimited amount of times for just a BA. If you wanted to add limits to those things then its rarity changes alot.
2nd one is also legendary! true it doesnt come back ever but to be able to send someone like Tiamat back to where ever she comes from (in your story) even with the DC being 15 theres was to lower and force a save to fail (div and chrons wizard)
