One of my players sent this to me. I think it's alright,when it comes to balance, but what do you guys think?
College of Rap A Bard subclass The college of rap focuses on using the power of rhythmic poetry, and your various talents to either support, or verbally scathe with your lyrics, flows, and overall talent.
Battle Rapper. At 3rd level You learn the Vicious Mockery cantrip. The DC for this spell specifically, increases by 2, and the damage die becomes 1d6.
Freestyle. Your genius wordplay, and great flows can inspire your allies, and crush your enemies. At 6th level, as a bonus action, you can enter a Freestyle. While freestyling, you cannot take any actions, other than a bonus action to continue freestyling. While freestyling, all allies within 25 feet of you gain one of the following abilities
Regain hit points equal to a roll of your Bardic Inspiration Advantage on their next attack Advantage on their next saving throw Gain a Bardic Inspiration, without you expending one.
A Freestyle can last however long you want, up to a number of rounds equal to your double you Charisma modifier, and you must maintain concentration on the freestyle as if it were a spell. You can only Freestyle a number of times equal to your proficiency bonus, and you regain all your uses after a short or long rest.
Improved Skill. At 10th level, your Freestyle range increases by 15 feet, and your Vicious Mockery damage die increases to 1d8.
The GOAT. Your skills have become so great, that everyone knows of your name, as one of the greatest to ever do it. You no longer have to concentrate on your freestyle, and can take actions. Your Vicious Mocker damage die increases to 1d10, and all creatures have disadvantage on the saving throw for the spell.
Two major problems: first, "you have this cantrip but better" is generally not a good idea for a class ability. Vicious Mockery is not intended to be a competitive damage option next to cantrips like Toll the Dead; spells that deal high damage for their level should not typically carry powerful utility effects, like Vicious Mockery does. Increasing the save target on this upgraded cantrip will make this Bard one of the most reliable damage dealers in your party, in addition to all the utility a Bard normally brings. It's subtle, but I think this is very overpowered on its own.
Then we get to Freestyle, which is difficult to interpret. Are your allies intended to pick one from its list of buffs every turn you continue the performance? Or do you pick? If you pick, do all allies get the same buff, or can you apply different ones? This ability is extremely strong regardless, though. At 3rd level your Bardic Inspiration is 1d6; allowing every ally within 25 feet to regain 1d6 HP every turn for 2x CHA turns would be extremely powerful even if it was the only thing this subclass did, but you can use the same ability to grant Bardic Inspiration for free, or advantage if somehow someone in your party doesn't need healing or Bardic Inspiration. This is, speaking frankly, nuts. I get that you have to maintain concentration and you can't do anything else while you do it, but you don't really need to do anything else; this ability has the approximate power of a 2nd or 3rd level spell every turn for 2x CHA turns (which is functionally forever, given that most combats are shorter than 6 rounds). And it recharges on a short rest, so you can reliably expect to have this up every combat.
So functionally what you have here is a Bard that does all the things other Bards do, but much better and for free. I would normally offer some advice to adjust the build, but honestly I think this one is unsalvageable. Consider College of Eloquence instead.
