Give your racial trait a suitable name and fully describe how it works in the description. Remember to add a short description in the "snippet" field as this is what appears on the character sheet.
Add an ACTION to that racial trait, with the following fields:
Action type: General
Name: Give the action the same name as your racial trait
Reset type: Short Rest
Snippet: use the same text as for your snippet of the racial trait.
Description: use the same full description of your racial trait.
After you hit the SAVE for the ACTION, go back to the action section and click EDIT on the action you just created.
Scroll down and you'll see there are now more options at the bottom - limited use and level overrides. Click on the LIMITED USE and ADD LIMITED USE DATA. Set the number of uses field to have the value 1 and save again.
The page unfortunately won't navigate back to the previous page, but we're done, so you can go check that out in the character sheet.

So, to start off,
I made a race that has a trait that Heals 1d12 + Constitution Modifier once per short rest (least on paper)
My problem is how do I actually make it do that. is it possible as an action like second wind?
Any help would be appreciated.
