Note: this spell references distracted, a homebrew condition that I posted about separately.
Twin Flame (4th Level Enchantment)
Components: Verbal, material (two gold wedding bands, each worth at least 150 gp)
Casting Time: 1 action
Range: 60 feet
Duration: 1 minute
Spell lists: Bard, sorcerer, witch, wizard
You target two creatures you can see within range, both of whom must make Wisdom saves. A target who fails this save falls deeply in love with the other targeted creature for the duration of the spell and is compelled to express their love both verbally and through public displays of affection. They are incapacitated and distracted, and must use their movement each round to approach the other targeted creature until they are within 5 feet of them. They will not willingly put more than 5 feet between themselves and the other targeted creature.
On a successful save, the target is unaffected by the spell’s enchantment, but if the other creature failed their save the target is nonetheless distracted by the other creature’s amorous behavior.
A target that fails their initial save can make another Wisdom save at the end of their turn each round. If the other targeted creature has expressed their love for the target, the target makes these subsequent saves with disadvantage.
A remove curse spell cast on one of the targets ends the spell early for that target.

No other 4th level enchantment affects more than one creature except Confusion. Most have a shorter range as well.
It seems a bit overpowered really.
