No, the current homebrew system only allows an item to have a fixed number of charges.
With a few exceptions, the homebrew system can generally only do things that official content can do, and there aren't any official magic items with variable numbers of charges like that (or at least there weren't when the homebrew system was built) so that capability hasn't been implemented.

Is there a way to give an item charges equal to the attuned character's 2x proficiency bonus (so that it scales automatically?)
I could do it manually, but if there's a way to do it automatically that'd be great.
