I want to make bullet time in dnd for one of my characters. I don't really know how to incorporate it, like should it be an ability for a custom subclass or feat? Or should it just be flavor when the character does something? I just don't want it to be overused if it was roleplaying.
In all honesty I would use that as DM's flavor texting. You control the pace of the game and should be the one controlling bullet time effects for the cinimatic grandure. Allowing to function as more of a player inspiration and less as a character inspiration. This would also allow you to get away from the custom building that is not always effective or forgiving of ideas that are not sourced from DnDbeyond. This would also not limit you to using the Bullet time with one player but using it when it fits the scenario or specific moment that everyone needs that time stop effect. I have played with customizing time effecting items and such in DnDbeyond and most of the effects unless they are tied to slow or haste spells are writtten effects that the players need to remember anyway, so there would be no real benifit to you stressing out to get it working right.
I hope that I have answered your question to some degree of efficiency and that it does help you put the good idea into perspective of functionaluty.
May your adventures be epic and bountiful
