Can't Get a Spell To Show Up

I've added an at will spell, Speak with Animals, to a magic item I've created for one of my players. Problem is it's just not appearing in their spell list when I equid and attune it. I copied the Staff of the Magi to see how it's at will spells are included and i've done the exact same thing on my item but for whatever reason it's not appearing. Anyone got any clue why?
