So in the Players Handbook, it says that all mele attacks use strength modifier. But in the game I am running, it felt to me that if a character is duel wielding then they should use their dexterity instead. One of my players is a half-elf ranger ranger who duel wields short swords. And I am a new DM. That is why I am throwing this out for others to consider. My logic is that it be as much of avoiding the weapons from colliding with each other in the heat of battle. But still allow the player to have a modifier. What do you all think?
Finesse. When making an attack with a finesse weapon, you use your choice of your Strength or Dexterity modifier for the attack and damage rolls. You must use the same modifier for both rolls.
The shortsword is a finesse weapon, which means that your ranger can use Dexterity instead of strength for attacks made with it.
Other finesse weapons are daggers, darts, rapiers, scimitars, and whips.
Thank you. Still new. Last time I was playing consistently was a year or two before 5th Edition came out. Didn't know much back then. Still working on learning stuff.

Take a look at the Finesse weapon property:
The shortsword is a finesse weapon, which means that your ranger can use Dexterity instead of strength for attacks made with it.
Other finesse weapons are daggers, darts, rapiers, scimitars, and whips.
