So, for reasons that are too long to go into, i have a warlock character who died at seventh level and went into his scimitar.
Another character, his friend, picked up the sword after finding it while HE is 7th level. What I'm wanting to do is, treat the sword as a sentient weapon with access to the warlock's abilities when he was alive, essentially making it a sentient Weapon of Warning (aspect of the moon, alert feat) that can communicate telepathically and cast up to two 4th-level warlock spells a day.
That seems okay to me, but i also considered giving it cantrips, which DOES seem like it'd make the other character TOO powerful.
Something i considered as a balance for the cantrips, the swordwielder doesnt have access to them all, but they gain access as they level while attuned to the sword.
So what say ye all?
Is this a balanced weapon idea? Should they only get the features/spells but not the cantrips? Or is this a too-OP idea to begin with?
You could consider giving the sword a number of daily charges with which to cast the spells and/or cantrips. More powerful spells could use more charges so you burn through them more quickly. I think you can still present a powerful weapon in the flavor of the character that inhabits it while bringing balance to the weapon.
In the context of your campaign, it seems to be a compelling enough idea that it's worth putting some time in on.

Though, another idea would be that the sword can ONLY imbue cantrips, and the warlock's eldritch invocations, like devil sight
If the weilder is controlling the casting choices of the sword, you've essentially just given that character more spell slots no matter how you limit it. However, if you give the sword a mind of its own with a chance to be distracted or uncooperative, that could be more interesting to roll play and would temper its power. It could have a chance to refuse to cast, cast a different spell than intended, or cast a spell without being asked to at just the right or just the wrong moment. Don't worry about giving it full powers, but make your players careful with its use.

Seems like there should be a system that just tags homebrew stuff with paid content, locks it off, and identifies what content one needs to have purchased to use it

For further clarification, the sword is never going to increase in power unless the soul inside resurrects, and they refuse to leave the sword.

Maybe an option to balance this and at the same time make it post-able would be making it a daily choice.
This for instance could mean that the wielder can choose any one 4th level lock spell known by the former warlock and a single can-trip each day.
