I have an idea for a magical item. Basically, it's a container that holds up to 10 arrows/crossbow bolts and at dawn, the arrows become randomly embued with power and deal an extra 1d4 damage of fire, ice, or radiant. I'm thinking of making this a rare item, but is this item too powerful to be rare? Should it be very rare or even legendary?
You could have it be a whole quiver that gains 10 (or 1d6+4) charges at dawn and can expend a charge when an arrow is drawn to imbue the element. Or You may consider it being able to cast flame arrow on itself for 5 charges and the element can be changed from fire to cold, lightning, acid, thunder, or radiant.

Rare sounds appropriate.
