Wondrous Item, very rare (requires attunement by a owner must mediate in nature (in the presence of beasts which have deemed you friendly) for at least 4 hours)
A bag of ten figurines. A bear, A raven, a black cat, a wolf, a rat, a owl, a hawk, a lion, a panther, and a Riding Horse. Each figurine can be used in either one or two ways.
Transform self: You hold the item and thrust it towards your chest.the figurine then transforms you into the animal in the same way as polymorph with one exception, your mental stats stay the same. (this expends but not destroys the figurine)
Transform others:You throw the item at a person (willing or unwilling), if they are willing they have the same effects as transform self. If they are unwilling you will have to roll to hit. After this they will have to roll a Charisma save of 15+ your spellcasting modifier. If they fail, they are transformed into the animal (same rules as above) and charmed by you and will follow you as it's leader until they are affected by the spells remove curse, greater restoration or wish.(This destroys the figurine) You have complete control of the creature if you expend an action, however the actions you make it do must not hurt it. In addition, you gain sight of anything the creature sees. However, half of any damage inflicted to the creature is inflicted to you. If they succeed they can choose to either turn into the animal using the rules for transform self, or choose not to be effected.
1D4 expended figurines reappear in the pouch every 3 long rests. Destroyed figurines are gone for good.

It might be an idea to add a requirement/restriction for it to be used. Think level or spell-casting ability related. The damage sharing to me is not a big enough downside / restriction of use.
Furthermore i am missing a small section on how these figurines could be destroyed. Seeing you mentioned the figurines could be destroyed there can be a way to counter the use of the bag of animals.
If you choose to use one or both of these options i'd change the reappearing of the figurines to one for each long rest

The question was more would they be magically hardened like most magical items or not. If not then it's easy and if they are hardened what does it take ?

Thanks for the feedback, what if they were wooden and you could destroy them by burning them, breaking them, etc.?
