Look at Gift of Alacrity, in the new Wildemount book, as an example of a better spell for funking with initiative. First level, grants a d8 to any initiative roll made in the next eight hours. No muss, no fuss, nice and simple. If you want a spell that mitigates surprise, a cantrip cast once every minute is not really it.
