I'm trying to create a homebrew item shaped like a dog's snout. When a creature holds it over his mouth it attaches to his face. If the creature has proficiency in Survival, the creature gains expertise in Survival. The creature also gains the Bite action, and it has proficiency with that weapon. The damage is 1d4 + STR.
The Survival part was easy, but I'm struggling with the Bite action part. I managed to create a Feat which does exactly what I want, but I haven't been able to attach the Homebrew Feat to the item. Is there a way to:
Create a Homebrew Magic Item which grants a Homebrew Feat?; or
Create a Homebrew Magic Item which grants the Bite Action?
I’m familiar with adding things to races, but not Items.
there wouldn’t happen to be an actions thing on the magic item creator, would there? If so, click on it and name the attack, choose the ability score (Charisma, Drxterity, etc.) and fill in the rest. Otherwise, I have no idea.
Checking now, there isn’t. Huh. That’s weird. It’s on Races, why not magic items? Either way, sorry I was no help.
It's a missing feature. It is actually needed for a few official items, so it should have been added already. It may not get added until the next homebrew revamp. They plan to gut and rebuild their homebrew tools.

Thank you for the answer! For now I'll just have the player add the Homebrew Feat whenever he attunes to and equips the Homebrew Magic Item.

Option one is possible, but doesn't work.
Option two is a planned feature that should have been a feature already.
You're going to just have to leave it as description for now and the character can create the custom action on their sheet.
