Proficiencies:
at third level you gain proficiency with Persuasion, and one other proficiency of your choice
Freestyle flow:
at third level you can expend one of your bardic inspirations to start rapping. If you get over three, you lose yourself in the flowing words, and you seem to flow yourself as you act intuitively. you gain advantage on attacks, and get 2 reactions when you’d normally get just 1 reaction.
Diss:
at sixth level while in a freestyle flow as an action you can diss any one creature who can hear you, doing 6d8 physic damage, this attack can only be used ones per day
If you had, One shot, One opportunity:
Using up one of your bardic inspirations, you can add the bardic inspiration two the roll twice, if a failed roll would kill you.
Dope idea! The mechanics of it seem unnecessary though. Really all you need to do is re-skin the existing bard abilities. I currently have a College of Valor bard whose preferred method of using the Perform skill is storytelling and rhythmic chants.

Seems fun. I feel like this College should grant access to certain Draconic abilities (similar to the Dragonborn or Draconic Sorcerous Origin).
Why you ask? Well obviously because much like dragons, these rappers always be spitting straight fire
