So far as I know, you can't change the base stats on a weapon, so making it 1d8 piercing instead of 1d6 piercing is tricky.
What you can do is start with a Shortbow, and make a homebrew magic item from that.
A 1d8 weapon will do a min/max/average damage of 1/8/4.5, where a 1d6+1 will do a min/max/average damage of 2/7/4.5 - so the average damage is the same, you just lose the possibilities of doing 1hp damage, or 8hp damage.
Your easiest way to make this a +1 damage weapon (1d6+1) is to go in under Customization in the weapon's description, on the Player's character sheet, under Attacks in Actions section and give it a +1 damage bonus.
You can go in under modifiers and add a modifier to the custom magic item, Modifier Type = Damage, Modifier Subtype = Piercing , Fixed Value = 1 - but I'm finding this isn't always accurately reflected in the Player's character sheet, for some reason.
Adding lightening damage isn't too hard. Under modifiers, add a modifier, and set it Modifier Type = Damage, Modifier Subtype = Lightning, Die Count = 1, Die Type = d8.
Note that when you equip this, the lightening damage will not show under attacks, but there will be a little lightening bolt with a 1d8 beside in in the weapon's notes in the attack section under actions.
The result should be a shortbow on the Character sheet which is +0 to attack, 1d6+1 to damage ( same average damage as 1d8), and has a little note to remind you to add 1d8 lightning damage.
