Some magic items (armor and weapons in particular) are just a better version of their mundane selves, giving a +1 to +3 bonus and don't require attunement. Other armor and weapons that give a bonus and some other effect and DO require attunement don't even give the bonus until the item is attuned. As a DM, I know that I can just house rule and say that a player has the bonus, but not the effect, if they aren't attuned, but is there a way to represent that in the Create a Magic Item tool?
I'm making multiple versions of a piece of magic armor. The first one just has the effect and requires attunement. The next one up has a better version of the effect and grants +1 to armor. I want them to be attuned to use the effect, but to have the AC bonus regardless, but I can't make the item behave that way.

I don't think you can, I may be wrong.
You don't think it's allowed or you don't think it can be done in the magic item builder tool?
I dont think it works with the builder. I haven't tried.
