I created a homebrew weapon for my campaign; basically a +2 dagger, but with a special ability to perform a ritual which gives you exhaustion but also sets your Charisma score to 15 for 24 hours. Plus RP effects (it makes the big bad of the campaign stronger; poor guy ended up dying but was resurrected by the big bad, with a brand new level of warlock and the big bad as his patron. Fun times.)
There isn't any way to actually make that effect part of the magic item, is there? Obviously I can have the item change the Charisma score, but then it's always 15, which isn't what I want. What I would love is a "charge" button or similar -- when checked, the Charisma score changes to 15; when unchecked, it stays normal. But I can't see a way to do that, am I correct?
Yeah, I can ask the player to just always override Charisma manually when the ritual effect is active, and that's fine, if a bit tedious; I'm just double-checking if there isn't a better way! Such a toggle would be super awesome for a bunch of other magic item ideas I have.

Short cuts make delays, but inns make longer ones.
Unfortunately at this time there is no way to create the temporary effect that you describe here. There are currently no temporary effects supported by the character sheet (examples being Barbarian Rage, the Mage Armor spell, etc.)
A common work-around is to create another item with the temporary effect on it (with a weight of 0), and equip it when the temporary effect is active.
