he meets all the criteria in the dungeon masters guide to create this but there is no guidance on how many spell slots it can have or to what level it can be cast etc.
any ideas on what would be balanced, is 5 spells slots to many at lvl 1
Well, looking through magic items available, there's a Staff of Frost that can essentially cast 10 first level spells and is considered Very Rare. I think if your player is constructing it, then it would be fair to treat it as half as powerful, so 5 charges of just Ice Knife sounds like a fair balance. The usual rules on magical items is that they can use multiple charges to cast at a higher level, and it will probably be pretty beast for them for at least a level or two, but nothing horribly unbalanced as you get further into the game.
