I'm currently creating a new character but with an added Homebrew Spell, originally I wanted to give it to a Barbarian but obviously DnDBeyond didn't let me add spells to him. But this idea that I have is of a 'last-resort' kinda spell. As in, if I know I cannot make it out, I'll activate it to save the others. I'd like to call it Blue Lightning Curse, given to my Blue Dragonborn.
I'd like to ask for your help on how I should create it and how it should scale on higher levels, I'd like advice on this since I am fairly new.
Blue Lightning Curse,
15-foot area, adds 5-feet per 10 points of HP. If within range and cannot escape, 13 minimal constitution checks for paralyzation. 3d12 for Lightning Damage. Instant
After the spell has been cast, the user instantly dies after the lightning explosion, unrevivable as he is in parts. Necromancy might be able to resurrect him I guess.

Sounds like you need a mechanic similar to the Staff of Power retributive strike. I think I'd go for something akin to this....
Name: Blue Lightning Curse
Description:
You are under a curse bestowed on your Dragonborn bloodline by Tiamat herself for some transgression of one of your ancestors. As you take damage you body builds up a charge of electricity. As long as you have a number of hit points greater than the number of Hit Dice you have, your body contains this, but should you fall to a Hit Point total less than the number of Hit Dice you have to make a Death Saving throw (rolling 10+ on a d20), if you fail one Death Saving throw your body erupts into a blast of Lightning. When you do so you take 1d10 points of Force Damage per Hit Dice you have as your body is consumed by the built up power, should this reduce you to Zero or fewer hit points your body is disintegrated as per the spell and you can only be restored to life via a Wish or True Resurrection spell.
The energy itself is released in a sphere of Lightning that extends out to a radius of 15ft (+5ft per 5 Hit Dice you have, rounding down to zero or the nearest multiple of 5), anyone in this area must make a Constitution Saving throw (DC equals 8+ your Cons Modifier + your proficiency bonus). On a failed save they take 1d12 Lightning damage per hit dice you have and are paralyzed for 1 minute but can attempt a further cons saving throw at the end of each of their turns to end the paralyzed condition. On a successful saving throw, they take half this damage and are not paralyzed.
This Curse can be removed via a Remove Curse or Wish Spell. Should this curse be removed you cannot use your breath weapon or lose any resistance to Lightning damage you have for 1d6 weeks.
That is an absolutely amazing description of the spell! I love how you formatted it too! I thank you so very much for this and I couldn't ask for anything better. But my last question for adding to curse to a character.

hmm...lots of options but I'd go for Barbarian; Path of the Zealot (from Xanathar's Guide to Everything), have this replace the level 3 power Warrior of the Gods, then you have a built in reason to spontaneously combust on death and a character driven reason not to get to banged up in battle. Maybe see if your DM will do a little story arc for your character to find a way to remove the curse and find Tiamats "good" graces (or maybe seeking out Bahamut the Platinum Dragon to seek salvation), so you can then use Warrior of the Gods as written.
