In earlier editions, there were often weapons with a magical bonus to hit/damage, but were specifically more powerful against a certain kind of opponent, like +3 vs. goblins or some such. How would you build this in the item creator here?
I would personally build it like a dragon slayer, dwarven thrower, giant slayer, or holy avenger.
By which I mean I would give it a normal +X bonus, if any, and then have some extra amount of damage dice and/or special effect that applies when hitting the appropriate monster type.
Though I have to confess I've not fiddled with the item creator to see exactly how one would go about that.

Yeah, that is normally what I would do as well, a damage rider, which is pretty straightforward to do with the homebrew tools here. Bounded accuracy, and all that... But my players are AD&D grognards at heart, and I would like to throw them an occasional bone.

You can't do that automatically. What you can do is create a +1 weapon as normal and, like the Dragon Slayer, include in the description that the bonus increases to +3 vs a specific type of creature.
The onus would then be on the player to either remember the bonus, use the new customize options in the character sheet to manually add +2 attack and +2 damage in the appropriate situation, or create a custom attack as "Goblin Smasher (vs goblinoids)" with the relevant bonuses (assuming your magic weapon was called Goblin Smasher and was +3 vs goblinoids). Beware of the custom attack options at the moment, they do not currently factor the selected stat and proficiency bonuses to the attack and damage details.
