Special AC calculation, did I set this right?

I want an item that creates an upgraded unarmored defense formula for a barbarian 13 + dex (max 2) + con. Is this correct:

Set - Unarmored Armor Class Fixed - 3
Set - AC Max Dex Unarmored Modifier Fixed - 2
Bonus - Armor Class Primary Stat- CON

Also, is there a way to make it NOT work with a shield?
