So, like in the title i just CANT make him.... everything i try is to freakin op, i mean hook? Ok thats work, specter/wraith? Thats really REALLY hard to do, whole motive of frightening/fearing enemies is hard to do.... i was thinking to start from a human and be made into wraith/specter later on.... Well this is hard as well.... i just dont know if i want to "put" Thresh into DnD e5 i should do it from race? Class? Both? Or if it should have anything to do with souls like in game)

Fallen aasimar hexblade warlock. Whether by pact of tome or magic initiate, get thorn whip. I think that gets you the main abilities you mention by level 6 (fear, hook, souls).
Yeah, I think closest is hexblade warlock. Teleportation spells, thorn whip, repelling blast invocation.
You could homebrew something to do with those souls, but since D&D won't have you killing waves of minions like in LoL, I think it will be hard to balance. Either getting too many bonuses per kill and getting a huge bonus early, or bonuses building too slow and being largely inconsequential for most of the game.
So rather than trying to adapt his features, I recommend just theming a character around his abilities.
What do you think about soul "quality" type of stacking it? I mean really really small bonuses just "to feel ya better" and something big(not crazy) for Dragon or Beholder ? I think its reasonable being honest, also i wanted to somehow do it into motive like being resurrected as human and trying to achieve spectral form again, but have no real idea how to do that i mean all homebrew wraiths i saw just dont give me (or i dont see it) room to change them for fitting this character any ideas about that friend? Also thank you for posting, nice to find someone interested even a littlebit ^_^

There are a number of things we can do here. The lantern cast we could have that function through a feat (perhaps something given at level 13-15?) with it reading something akin to If you see a enemy land a successful attack on one of your allies, as a reaction you can teleport that character to you and negating half of the damage dealt (60 ft range) You can use this feature once per long rest.
Collecting souls seems a though one. I like the idea of "quality of the soul" the easiest thing to base it off of would be the CR of the creature whoms soul is reaped OR the level of the creature(perhaps with a further calculation). Any bonuses stacking up indefinitely seem to me like a big problem though. As you would like it if your player has something to look out for. The most straightforward solution is a table with thresholds. Here is a quick idea of something

To be more in flavor I would say the normal stat increases this (class?) would get are removed, meaning stat points are gained through harvesting souls
I would also suggest that harvesting souls might be a feat as well that could be given anywhere from level 1 to level 3 that reads something like After any fight you were within 150 ft of, you may attempt to harvest the soul of any deceased individual. You roll a d20 + your levels in this class, if your roll exceeds the "soul power" you successfully obtain the soul. Attempting to reap a soul takes 15 minutes. You may not attempt to reap the same soul twice. If the creature is reincarnated by any means the soul is restored to the owner, therefor you lose possession of the soul. This feat may be used 3 + your constitution modifier times per long rest.
Just some ideas I jotted down, the numbers may be out of wack, not sure.
So im looking to make playable not OP character, i want to make it with playable classes if possible, if not, i want to try and make custom, about race i think to make human that is made into wraith(This need homebriew hard) later on(PC), being honest from DM point of view you dont need much if you wanna make a monster, cause its much simpler when monster dont need so much story nor development, nor its need to work with team @TDSrock
About lantern, i was thinking to not using "moving" an ally cause its really damn powerful more of "tossing temporary hp, where hp is ~4 ish + some % of souls collected(Shield like) Im more concerned what kind of homebrew/normal Class/multiclass or Race(from human to homebrew) to use if i want to make it work, i was even thinking of for example not letting him heal at all(bad mechanic i learned), and using souls to heal himself, i was also thinking of "bound" weapon that damage "growing" with level/souls, and about range grapple with hook and chains, "Box" could be just modified "Duel" spell for example I really like your idea of souls for LvL/CR it might actually work
