Help needed on creating a Feat

I'm trying to work out the best way to handle this ability:

Finesse Weapon

"The feat allows you to specify any non-heavy, non-two-handed weapon as a finesse weapon. You also gain a +1 bonus to one stat up to a maximum of 20"

I'm just not sure how to handle this in the homebrew Feat creation editor. The stat addition is pretty straightforward, but the first part is not.

Any suggestions?
