Is there a way to have a homebrew feat/skill/spell/etc able to be chosen only at character creation? AFAIK, the level restriction functions as "You must be this level at least to take this thing.", but I'm looking to do the reverse "You must be this level at most to take this thing." It could be some trait or ability that you're born with, comes from growing up in a particular region, only develops before adulthood, or some other birthright / coming of age characteristic, but aside from Soap Opera level plot twists ( aka "Lone Starr, I am your father's brother's nephew's cousin's former roommate!" ), simply doesn't happen to adults.
