Just like the title suggest I was wondering if it's possible to make a feat that grants you half proficiency that would also stack with either proficiency or expertise.

If I can't say something nice, I try to not say anything at all. So if I suddenly stop participating in a topic that's probably why.
(Half-)proficiency/Expertise don't stack, the character sheet just uses whichever one is best.
You'd need a feature capable of levelling up using class level to simulate it (so it could go from +1 to +2 to +3 at the right levels) but I'm pretty sure a feat can't do that. I think the only way to do it automatically in the homebrew tools would be as a race or sub-class, as these have features that can kick in at higher levels (so you could do +1 at the earliest level, add another +1 at 9th and again at 17th, assuming rounding down).
That said, you could just describe it in the feat, and then remind the player of how to customise the bonus on their character sheet (click the skill to open the sidebar, then under customise add a custom bonus, increase it at the correct levels). Not automatic, but it's still telling them what to do. I like to put these kinds of notes in a box like the following (which you should be able to copy/paste):

To apply this bonus on D&D Beyond, click the <name> skill in your browser to open the sidebar, then use the Customize option to set the correct bonus for your current level.
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
I have unsubscribed from all topics and will not reply to messages. My homebrew is now 100% unsupported.
