So I'm not as advanced with my homebrew skills as I'd like to be so that's why I'm here asking anyone who will take the time to help me figure out proper stats for a half tiefling-half Dragonborn. The concept that I have is that he's gonna be more on the tiefling side appearance wise but is gonna be a blue dragon/lightning, so I'm not sure how that conflicts with the teiflings more fire-oriented style.
I did that a while ago. Near as I can recall, I just took the horrendously underpowered base dragonborn, changed the Ability Score Increase to +2 Cha and +1 Str, and added the teifling's Darkvision and Hellish Resistance. It should work out to roughly average power. If your dragonborn color is one of the three associated with fire, just replace one instance of your racial fire resistance with either poison resistance or the hellish rebuke spell from the teifling's Infernal Legacy.

Look here's the thing, and what I need an answer to too. There is something I consider answers that don't consider this issue at all invalid, and it's this: Tieflings breed true, but dragons are special.
Usually there is no such thing as a half tiefling. Most people don't realize that and think of half tieflings, but there is usually no such thing as a half tiefling.
So the possibilities are this. I full tiefling can hatch out of a dragon egg, or dragons could be special enough. Any answer that doesn't know about the breed true is invalid and out of ignorance.
Anyone who talks about half tieflings doesn't know what they are talking out. Kobalds, lizard folk, giants... all will either push out themselves, or contribute to the pushing out of a full blood tiefling, or atleast, a full tiefling. It's complicated. I just don't know the details. Is the same with elementals? Would this ability make it possible to reproduce with things that normally be impossible? like elementals... or maybe something that prevents hybrids (because the elemental would have a tiefling, and the tiefling would).
In fact, now that I think about it, this might make some things impossible. For example, if being half something that your incubating in would give you imunity, being a tiefling might be leathal to the tiefling, and maybe to the thing it's in. I would imagine that it would be a very bad idea to try to grow a teifling inside you if you are a fire elemental, or something like that, and also, something doesn't actually eat regular matter might have a difficult time growing a creature out of it's lack of food source it would be making it with.
Lore-wise, a tiefling is often a humanoid who is also a distant descendent of a fiend. Your dragonborn heritage would matter not, for you'd still be a tiefling. Some of the luckier ones look perfectly like its parentage, with maybe a quirky tell; your sclera appearing black when looked at in a reflection is one of my favorites.
For a compromise stat-wise, I'd point to the Zariel variant from Mordenkainen's Tome of Foes and reflavor it; the one that grants a smite spell and +1 to strength.
