I have tried to make a wondrous item similar to the belt of giant strength, but for a wisdom improvement. It also must decrease the INT stat by 2, but no matter the changes I make on the page it doesn't translate to the character sheet.

Does the item require attunement, and if yes, when you tested it did you attune it as well as equip it?
